With the increase in tourism in Italian cities, especially in view of the Jubilee, there is a need to find a way to balance the protection of historical heritage and the enjoyment of places by visitors.

On February 10th , 2025, on the occasion of BIT, the international tourism exhibition organized by Fiera Milano and dedicated to industry professionals and travelers (with access for the latter only on Sunday), ANAV (National Association of Passenger Transport) is promoting the conference “Bus turistici e ZTL: una convivenza possibile?” (“Tourist Buses and Restricted Traffic Zones: A Possible Coexistence?”).

The event will take place at Fiera Milano (Rho), Room BIT 03 - Pavilion 11, and will be an opportunity to reflect on a very topical subject: the management of tourist bus access to limited traffic zones (ZTLs). With the increase of tourism in Italian cities, especially in view of the Jubilee year, the focus is on the need to find a balance between the protection of historical heritage and the enjoyment of places by visitors. On the one hand, ZTLs are essential for the preservation of urban centres, but on the other, they are often an obstacle for tourist transport by road, generating high and inconsistent costs for trade operators.

During the conference, ANAV, a strong representative of the bus transport sector, will present a detailed mapping of the fare systems currently in force in the various Italian cities, underlining the critical issues of a fragmented and often inadequate system. The goal is to propose concrete solutions to harmonise regulations, protect historic centres, and revitalise tourist bus mobility, a key sector for the national economy. A central focus of the debate will be the Ministerial Decree on maximum ZTL access fees, a measure that could mark a fundamental regulatory turning point.

ANAV will highlight the importance of a shared approach, involving local administrations, tour operators and transport companies, to build a regulatory system that promotes sustainable tourism, without penalising operators in the sector and, at the same time, protects historic centres. The initiative is part of a renewed focus on tourist mobility, which is becoming increasingly strategic in a country like Italy, rich in cultural and historical attractions.

The ANAV conference at BIT will therefore be an important opportunity for discussion between experts, operators and institutions, to outline a future in which tourist transport can coexist harmoniously with the protection needs of urban centres.
